This individual will play a key role in identifying, qualifying, and capturing new business opportunities within the federal government market, with a specific focus on national security and homeland security agencies including the Department of Homeland Security (DHS) and its components — CBP (Customs and Border Protection), TSA (Transportation Security Administration), FEMA (Federal Emergency Management Agency), CISA (Cybersecurity and Infrastructure Security Agency), and the U.S. Secret Service.</span></p> <p><span style="font-size: 12pt;">The successful candidate will have a proven track record in federal business development, pipeline management, and teaming strategy, and will work collaboratively across delivery, capture, and proposal teams to drive Harmonia’s growth objectives.</span></p> <p><span style="font-size: 12pt;"><strong>Responsibilities: </strong></span></p> <ul> <li style="font-size: 12pt;"><span style="font-size: 12pt;"><strong>Business Growth &amp; Pipeline Development</strong></span></li> <ul> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Research, identify, and qualify new business opportunities within DHS and other national security agencies.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Develop and maintain a strong understanding of agency missions, buying behaviors, and upcoming procurements.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Build and manage a pipeline of qualified opportunities in Harmonia’s CRM system.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Develop and execute account plans and call plans for target agencies and components.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Collaborate with delivery managers to identify expansion opportunities within existing contracts.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Conduct market research and competitive analysis to support strategic pursuit decisions.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Support and maintain CRM-based opportunity analyses, ensuring data accuracy and reporting integrity.</span></li> </ul> <li style="font-size: 12pt;"><span style="font-size: 12pt;"><strong>Partner and Customer Relationship Management</strong></span></li> <ul> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Build and sustain relationships with industry partners, prime contractors, and subcontractors to develop effective teaming strategies.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Act as a liaison to key federal stakeholders, including program managers, contracting officers, and small business offices.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Support partner coordination for IDIQ/BPA Task Orders, RFIs, and RFPs.</span></li> </ul> <li style="font-size: 12pt;"><span style="font-size: 12pt;"><strong>Capture and Proposal Support</strong></span></li> <ul> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Support the capture process, contributing to win strategy development and competitive assessments.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Assist proposal teams with writing, reviewing, and editing technical and management content.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Participate in gate reviews (bid/no-bid) and help develop capture and pursuit artifacts.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Analyze IDIQ/BPA task order releases and coordinate with internal and external partners.</span></li> </ul> <li style="font-size: 12pt;"><span style="font-size: 12pt;"><strong>Market Research and Intelligence</strong></span></li> <ul> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Use tools such as GovWin IQ, Bloomberg Government (BGOV), USASpending.gov, Data.gov, and SAM.gov (Contract Opportunities<strong>)</strong> to identify and track new opportunities.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Generate opportunity reports, pipeline dashboards, and performance summaries from the CRM.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Conduct intelligence gathering and analysis on competitors, partners, and potential customers.</span></li> </ul> <li style="font-size: 12pt;"><span style="font-size: 12pt;"><strong>Strategic Planning &amp; Account Growth</strong></span></li> <ul> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Support development of long-term strategic plans for growth in the homeland security and national security markets.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Identify key procurement vehicles, contract vehicles, and small business opportunities that align with Harmonia’s service offerings.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Contribute to process improvement initiatives within the BD organization, including proposal development best practices and pursuit governance.</span></li> </ul> </ul> <p><span style="font-size: 12pt;"><strong>Requirements</strong></span></p> <ul> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Bachelor’s degree (in Business, Marketing, IT, or related field) or equivalent work experience.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">3+ years of experience in Federal Business Development, Capture Management, or Sales.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Direct experience working with or selling to CBP, TSA, FEMA, CISA, U.S. Secret Service, or other national security agencies is required.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Proven experience managing or contributing to a federal opportunity pipeline within a CRM (Salesforce or equivalent).</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Strong proficiency with Microsoft Office 365 tools (Word, Excel, PowerPoint, SharePoint).</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Experience with GovWin IQ and/or BGOV for market intelligence and pipeline management (preferred).</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Knowledge of Federal IT acquisition processes, IDIQ/BPA vehicles, and task order capture.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Excellent verbal, written, and interpersonal communication skills with the ability to interface effectively at all organizational levels.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">Highly organized, detail-oriented, and self-motivated with strong multitasking and time management skills.</span></li> <li style="font-size: 12pt;"><span style="font-size: 12pt;">U.S. Citizenship required.</span></li> </ul> <h2><span style="font-size: 12pt;"><strong>&nbsp;</strong></span><span style="font-size: 12pt;"><strong>Knowledge, Skills, and Abilities</strong></span></h2> <ul> <li style="font-size: 12pt;" data-start="5279" data-end="5390"><span style="font-size: 12pt;">Strong understanding of federal procurement, FAR principles, and the DHS acquisition environment.</span></li> <li style="font-size: 12pt;" data-start="5393" data-end="5500"><span style="font-size: 12pt;">Excellent customer service and client-facing skills, capable of representing Harmonia professionally.</span></li> <li style="font-size: 12pt;" data-start="5503" data-end="5603"><span style="font-size: 12pt;">Skilled in strategic and tactical planning, account development, and target marketing.</span></li> <li style="font-size: 12pt;" data-start="5606" data-end="5704"><span style="font-size: 12pt;">Capable of conducting pipeline forecasting, opportunity qualification, and capture strategy.</span></li> <li style="font-size: 12pt;" data-start="5707" data-end="5774"><span style="font-size: 12pt;">Proficient in sales presentations, negotiations, and closing.</span></li> <li style="font-size: 12pt;" data-start="5777" data-end="5874"><span style="font-size: 12pt;">Experience with B&amp;P (Bid and Proposal) budget management and gate review participation.</span></li> <li style="font-size: 12pt;" data-start="5877" data-end="5957"><span style="font-size: 12pt;">Strong analytical and problem-solving abilities with a results-driven mindset.</span></li> <li style="font-size: 12pt;" data-start="5960" data-end="6053"><span style="font-size: 12pt;">Ability to write compelling, proposal-quality content that contributes to winning new work.</span></li> <li style="font-size: 12pt;" data-start="6056" data-end="6140"><span style="font-size: 12pt;">Proven success in developing and executing IDIQ Task Order Capture strategies.</span></li> <li style="font-size: 12pt;" data-start="6143" data-end="6233"><span style="font-size: 12pt;">Team-oriented collaborator who thrives in a fast-paced, deadline-driven environment.</span></li> </ul><div class="content-conclusion"><p>___________________________________________________________________________________________________________</p> <p>Here at Harmonia we are pleased to have been repeatedly recognized for our outstanding work culture, the innovative work we do, and the employees on our team who make a difference each day.&nbsp;
